Every tutor here teaches English and speaks Turkish as well, so when an explanation will not land in English there is a way through it rather than a shrug. That matters most at the beginning; by the time you are arguing in English it matters very little, and you should choose on the teaching.

Is a tutor who speaks Turkish worth choosing over one who does not?
Below about B1 it usually is, because the alternative is guessing. Once you can follow an explanation in English it matters much less, and you should pick on teaching rather than on the shared language.
