English tutors who speak Azerbaijani
Every tutor here teaches English and speaks Azerbaijani as well, so when an explanation will not land in English there is a way through it rather than a shrug. That matters most at the beginning; by the time you are arguing in English it matters very little, and you should choose on the teaching.

In English, mostly — that is what you are here to practise. What Azerbaijani buys you is the ten seconds where a word will not come or a rule makes no sense: the tutor explains it in your own language and the lesson carries on instead of stalling.
Is a tutor who speaks Azerbaijani worth choosing over one who does not?
Below about B1 it usually is, because the alternative is guessing. Once you can follow an explanation in English it matters much less, and you should pick on teaching rather than on the shared language.
